Since June 1, 2022, the "Hangzhou Automatic External Defibrillator Configuration and Maintenance Management Standard in Public Places" has been officially implemented, and the configuration and maintenance management of automatic external defibrillator (AED) in public places in Hangzhou city must be strictly in accordance with this standard. Hangzhou will be configured according to factors such as population density, personnel flow, distribution distance, and the principle of obtaining AED within 3 to 5 minutes and arriving at the scene.

National policies promote AED allocation

In recent years, the state has gradually increased the allocation of emergency medical equipment such as AED. The "Healthy China Initiative (2019-2030)" proposes to improve the standards of first-aid facilities and equipment in public places, and provide first-aid drugs, equipment and facilities, as well as automatic external defibrillators, in crowded places such as schools, government agencies, enterprises and institutions, airports, railway stations, port passenger terminals, large shopping malls and cinemas. The Law of the People's Republic of China on the Promotion of Basic Medical Care and Health also specifies that public places should be equipped with necessary first aid equipment and facilities such as automatic external defibrillator (AED) in accordance with regulations to improve the efficiency of pre-hospital first aid.

In September 2020, the National Health Commission jointly issued guidelines with eight departments, clearly requiring all localities to gradually establish a unified public first aid training system; In May 2021, the National Health Commission, together with the Ministry of Transport, the Red Cross Society of China and other departments issued guidance again, requiring that efforts be made to gradually equip transportation passenger terminals and stations with medical emergency equipment such as AED throughout the country during the "14th Five-Year Plan" period. In December 2021, the National Health Commission issued the "Automatic External Defibrillator Configuration Guide in Public Places (Trial)", which made preliminary requirements for AED sign identification and installation requirements in public places. This is a general guideline issued by the state for the national AED configuration. With the successive issuance of national documents, all localities have realized the importance of popularized AED, responded one after another, and opened the nationwide AED configuration wave!

Shanghai, Guangzhou, Shenzhen, Qingdao, Xi 'an and other cities have issued relevant regulations on emergency medical services, promoted the allocation of AEDs in airports, stations, docks, ports, schools, stadiums and other public places with dense passenger flow from the policy level, and encouraged public affairs practitioners such as public security, fire protection, teachers, tour guides and ordinary people to participate in first-aid knowledge training. Overall, the development level of AED allocation in Shenzhen, Shanghai and Beijing ranks at the forefront of the country.

On April 18, in order to further standardize the configuration and maintenance management of automatic external defibrillator in public places, and ensure people's life and health safety, Hangzhou Municipal Health Commission issued the "Hangzhou Automatic external defibrillator Configuration and Maintenance Management Specifications in Public Places", which gave more detailed and clear requirements. At this point, Hangzhou has become the first city in the country to regulate the configuration and use of AED(automatic external defibrillator) in public places in the form of local legislation.

AED fills 120 pre-arrival rescue window periods

In recent years, the patients with sudden cardiac death show a trend of younger. Cardiac arrest is unknown, and about 80% of sudden death occurs in the home, public places and other places.

Why is AED so important in the treatment of sudden cardiac death?

According to the "China Cardiovascular Health and Disease Report" released by the National Cardiovascular Disease Center, the number of deaths due to sudden cardiac death in China every year exceeds 540,000. If cardiopulmonary resuscitation is performed within 1 minute and AED(automatic external defibrillator) defibrillation is performed within 3 to 5 minutes, the survival rate of cardiac arrest patients can reach 50%-70%①.
